Charter of Victims’ Rights review

We are currently reviewing the Charter of Victims’ Rights to assess how well it meets the diverse needs of victims of crime in Queensland.

Timeline of the review

This is Stage 1 of the review.

It focuses on:

  • the experiences of victims and their needs
  • the Charter’s purpose
  • the rights within its scope
  • how it currently operates.

Stage 2, commencing in late January 2026.

It will focus on:

  • the Charter’s enforceability
  • who is accountable under the Charter
  • how accessible the Charter is
  • level of understanding and awareness of the Charter.

The Victims’ Commissioner will provide a report to the Minister for Youth Justice and Victim Support and Minister for Corrective Services by December 2026.

How you can take part in the review

There are two ways to take part in this stage of the review.

Make a submission

Share your views by making a submission – either responding to the questions raised, or about any aspect of this review’s terms of reference.

Submissions will be confidential unless you advise us that you are happy to publish it.

Complete the survey

Complete the survey at our review website by 17 October 2025.

The survey asks key questions about 5 themed areas of the review and it can be completed anonymously.

Key dates

  • 11 August 2025 – First consultation papers released, opening date for submissions
  • 17 October 2025 – Closing date for first round of submissions
  • 28 January 2026 – Second consultation papers released, opening date for submissions
  • 18 March 2026 – Closing date for second round of submissions
  • December 2026 – The Victims’ Commissioner will provide a report to the Minister
